The decision on whether a disputed item can be imported as a product for personal use is made by the customs inspector individually, taking into account the risk management system.
The following are considered during the assessment:

- the nature, quantity, and assortment of goods;

- the purpose and circumstances of the trip (in particular, moving for permanent residence);

- signs of personal use (wear and tear, the age of the item);

- family composition and the standard need for such items;

- availability of documents confirming personal acquisition;

- other circumstances identified during the interview.
A product is recognized as being intended for personal use if it meets common household needs and is not related to entrepreneurial activity.
Important: when moving for permanent residence (PR), the chances of a positive decision are higher—the fact of relocation is a significant argument in favor of the non-commercial nature of the import.
In case of disagreement with the inspector’s decision, one can appeal to a superior official of the customs authority for a review.
