When clearing personal belongings through customs, the Passenger Customs Declaration (PСD) is used as the official document. However, if there are many items, customs authorities require a detailed Inventory of Goods in addition to the declaration. In this case, the Inventory of Goods serves only as a supporting annex to the PСD, designed to speed up the inspection process.
There is no single, officially approved blank form for the inventory of personal property for customs clearance when moving to the Republic of Belarus for permanent residence.

Due to the lack of a unified form, differences in requirements at various customs clearance points (checkpoints) are usually related to internal methodological recommendations for processing large volumes of personal belongings.
The most optimal format for the Inventory of Goods, which is most likely to be accepted, is as follows:

Be meticulous when compiling the Inventory of Goods to avoid unnecessary difficulties when locating items.
If you are claiming a benefit (duty-free import when moving for permanent residence), do not forget to mark items as “used” for personal items in the Inventory of Goods to avoid questions from the customs inspector regarding potential commercial use. To utilize the exemption (duty-free import), you must possess a document confirming your status as a person relocating for permanent residence.
Prepare the Inventory of Goods with box numbering in electronic format. If questions arise at the customs clearance point (checkpoint) (e.g., regarding numbering), you will be able to delete unnecessary data and print a new version.
If officials at the customs clearance points (checkpoints) demand that you redo the document, you have the right to ask them to show the specific regulatory act that establishes the form.
Important! The import of used goods for personal use with exemption from customs duties into the customs territory must be carried out no later than 18 months from the date of issuance of the document confirming the recognition of the foreign individual as having relocated for permanent residence.
