Grounds for obtaining a Permanent Residence Permit (PRP)

A permanent residence permit is issued to foreign citizens who:

✔️ are close relatives of citizens of the Republic of Belarus permanently residing in the Republic of Belarus;

✔️ are individuals who have been granted refugee status or asylum in the Republic of Belarus;

✔️ have the right to family reunification;

✔️ have lived in the Republic of Belarus for the last 5 years continuously after obtaining a temporary residence permit, or for the last 3 years continuously for highly qualified workers. The period of residence in the Republic of Belarus is considered continuous if the foreigner was in the Republic of Belarus on legal grounds and did not leave the Republic of Belarus, or if the foreigner, during the period of legal stay in the Republic of Belarus, left the Republic of Belarus for no more than 90 days in a calendar year;

✔️ have grounds for acquiring citizenship of the Republic of Belarus through registration;

✔️ formerly held citizenship of the Republic of Belarus (restoration of ties with the state);

✔️ are workers and specialists needed by organizations of the Republic of Belarus;

✔️ possess exceptional abilities and talent or have outstanding merits to the Republic of Belarus, high achievements in the fields of science, technology, culture, and sports;

✔️ are foreigners who have made investments in the territory of the Republic of Belarus in an amount of at least 15,000 base units by methods not prohibited by legislative acts of the Republic of Belarus; → In 2025, this is 15,000 × 42 BYN = 630,000 BYN (≈ 210,000 USD). → Investments must be real, non-refundable, and registered (in a charter fund, real estate, production, etc.).

✔️ are Belarusians, as well as persons identifying themselves as Belarusians, and their descendants (direct blood relatives: children, grandchildren, great-grandchildren) born outside the modern territory of the Republic of Belarus;

✔️ have the right to receive a permanent residence permit on other grounds provided for by international treaties of the Republic of Belarus.
