Advantages and disadvantages of a Permanent Residence Permit (PRP)

✅Pros of a Permanent Residence Permit (PRP):
- Nearly equal rights with Belarusian citizens
You can work without a special permit, study, open an IE (Individual Entrepreneurship) or LLC, take out loans, and register vehicles.
2.Permanent registration at the place of residence
Grants the right to social utility rates and the ability to enroll children in kindergartens/schools on an equal basis with citizens.
3. No need to confirm income annually
Unlike a TRP (Temporary Residence Permit), a PRP does not require an annual bank statement (however, work is necessary if you are of working age).
4. Long-term stability
The PRP is issued indefinitely. Only the residence permit card itself is replaced.
5. Path to citizenship
After 5 years of permanent residence (or 10 years if starting with a TRP), you can apply for citizenship.
6. Family receives PRP via a simplified procedure
A spouse and minor children can obtain a PRP simultaneously with you or following your application.
7. Medical care on par with citizens (if an Agreement between countries exists)
When paying contributions to the SSF (through work or an IE) — free elective and emergency medicine. 8. No need to purchase mandatory health insurance annually.
9. No need to purchase car insurance annually (plus pay for toll roads).
❌ Cons and limitations of a Permanent Residence Permit (PRP)
- Cannot participate in Presidential elections
Neither as a voter nor as a candidate (this right belongs only to citizens). - Cannot hold government positions
Employment in the state apparatus, law enforcement agencies, or defense enterprises is prohibited. - Obligation to notify of address changes
When changing your place of residence, you must register at the new address within 3 days. - Limited validity of the Residence Permit card
The PRP itself is indefinite. Only the residence permit card (VNZH) is renewed. The initial residence permit is issued for 2 years, subsequent ones for 10 years. It can be renewed indefinitely as long as there are grounds. - Tax obligations
If you stay in Belarus for more than 183 days a year, you become a tax resident and are obliged to declare your income. - Difficulty obtaining a PRP with a criminal record
Even a cleared criminal record for a serious crime can be grounds for refusal. - No right to diplomatic protection
In case of problems abroad, only your home country can provide assistance. - Mandatory employment
If you are of working age, you must find employment (preferably with a Belarusian employer) within 6 months from the date of registration at your place of residence. - Mandatory exchange of foreign driver’s licenses for Belarusian ones
If you have a foreign license, it becomes invalid in Belarus 90 days after receiving your residence permit card and must be replaced. Further use is considered a gross violation of public order (equivalent to driving without a license) and entails administrative liability. Therefore, before the 90-day limit expires, you must pass a driver’s medical board and a practical exam (as of 11.02.2026 — driving test only). - Be mindful of fines.
5 administrative offenses (or 1 criminal offense) within 1 calendar year results in the cancellation of the PRP. You will have 15 days to leave the country.
💡Important to know:
✔️A Permanent Residence Permit (PRP) is not citizenship. The path from a PRP to citizenship through the general procedure takes 5 years (provided you do not leave the country for more than 90 days a year and comply with the laws of the Republic of Belarus).
✔️When leaving Belarus for a period of more than 6 months — cancellation of the PRP is possible in the absence of a valid reason (medical treatment, study, work).
✔️A PRP can be obtained without a prior TRP (temporary residence permit) if there is a direct basis — marriage, kinship, investment, Russian citizenship, etc.
